1) For Your Eyes Only: Roger's best Bond flick, great action and music. It does lack a strong villain, but many of Roger's films suffered this flaw. Love the opening teaser with the helicopter and the ski chase. It rocks.
2) The Spy Who Loved Me: Another classic, with an excellent plot and nifty action scenes. Jaws is probably the most memorable villain in the series, and Barbara Bach is one of the better Bond girls. Again, the villain is extremely weak. Stromberg poses no threat to Bond personally, and just sits in his chair and presses buttons... menacingly.
3) Live and Let Die: Underrated Bond flick, it's horribly dated but entertaining enough. The villains are actually really cool, and the final fight between Bond and Kananga is a classic (witness the unnecessarily slow moving dipping mechanism), and everyone loves the title song. All around good stuff, though the boat chase goes on about 10 minutes too long.
4) Moonraker: Fun times, but a bit too goofy. The film's main problem is that it lacks any real excitement. The film just sort of limps along with slow and lazily editted action sequences that just lack something. The musical score is awesome, and I loved the boat chase in the jungle.
5) A View To A Kill: Max Zorin is one of the series' best villains, and the plot is actually fun stuff, despite the fact that it blatantly lifts ideas from Goldfinger. View's main problem lies in the film's pacing. It's just a slow, slow movie, and no doubt a couple of scenes could have been trimmed. The film's highlight is the finale atop the Golden Gate bridge, one of the best scenes in the entire series, in my opinion.
6) Octopussy: Eh. This one's alright. Didn't like Kamal Khan too much, and the Tarzan yell was just bad. The story also meandered too much and the stuff in India wasn't very exciting. Luckily, the film picks up toward the end during the train sequence and the circus scenes.
7) The Man With The Golden Gun: Just bad. Loved the locations, but the script is pretty bad, Nick Nack is weak, JW Pepper proves to be even more of an annoyance than he was in LaLD, and the title song is just wretched. The lone bright spot is Christopher Lee as Scaramanga, and he's the only reason to watch this one.

Sir James: Er, I never said anything bad about TWINE. In fact, it's pretty good. The only thing I HATED about it is the death of Valentin Zukovski. R.I.P., Valentin!

2. For Your Eyes Only (1981) A close second for me, has all the classic elements.
3. A View To A Kill (1985) A guilty pleasure, what can I say? It was one of the first Bond films I ever saw when I was a kid, the title song was great, and Christopher Walken played an excellant villan.
4. Live and Let Die (1973) Aaahh, the seventies. Somewhat underrated, albeit dated entry. One of my favourite themes songs overall.
5. Octopussy (1983) Although a welcome return of Maud Adams, it was a little slow.
6. Moonraker (1979) A prime example of its time, the producers wanted to take advantage of the sci-fi craze of the late seventies. Saving graces however, a nice theme by the great Shirley Bassey, Jaws (need I say more?), and Lois Chiles, one the most attractive of all the Bond girls IMO.
7. The Man With the Golden Gun (1974) A decent theme song and Christopher Lee's portrait of Scaramanga, but the film is quite stale in general.

1. The Spy Who Loved Me
Sure it rips off YOLT, but it's the Bond formula to perfection. Great escapist fun.
2. For Your Eyes Only
The opening is a little goofy if you don't understand the in-joke, but still one you can watch with non-fans without them complaining too much. Great mountain climbing sequence.
3. Octopussy
Seems to get better with each viewing, primarily because of Moore's confidence in the role. I especially love the auction sequence, and the reactions once Bond admits to 'switching' the Faberge egg.
4. Moonraker
All of the complaints are valid, but really, this film just wants to entertain you! A great opening stunt and many memorable scenes, such as the centrifuge and Bond's 'Did I?' reply to Drax's assertion that he missed his target.
5. The Man With The Golden Gun
Okay, so there is a lot to nitpick here, but another film that is strangely entertaining once you start watching it. (Provided you don't think too much about it.) Maud Adams as the 'bad' Bond girl earns it a nudge up on the list.
6. A View To A Kill
Moore was so comfortable playing Bond, it's easy to forgive that it's not really him in any of the action scenes. Sure the girl is weak and some of the stunts uninspired, but the first hour alone is interesting enough to keep you watching.
7. Live and Let Die
It has it's moments, but not really one to watch with non-fans willing to mock. Great title song and gotta love that funeral procession.

2) The Spy Who Loved Me- Another great Moore movie that follows so closely behind For Your Eyes Only. Anya Amasova was a great Bond Girl that was on a level playing field as Bond. She is one of the fewer matches of Bond that we have been able to see through the years. Stromberg is one of the series best villains, and his HQ is awesome. Atlantis rising from the sea. Egypt and Sardinia prove to be great places to have chase sequences and the Lotus submarine is a gem of the Bond cars/gadgets. It also included the best Bond song of the series.
3) The Man With the Golden Gun- Moore delivers a strong performance in his second outing as James Bond, but the film does have its downfalls. The plot was one of the weaker ones of the series and was confusing as to what the main plot was. Maud Adams delivers a usual great performance, but the character of Mary Goodnight (played by Britt Ekland) was very poor. She was so inept! Good to see Bond back in the Far East, and it incorporates much of the culture into the film. The villain of Scaramanga is a very good one as well. This movie needs to be treated as a fun one, and then you can see the good aspects of the movie.
4) Moonraker- This film was out of this world. Literally. It had all the aspects of what makes a good Bond movie, but it was a little far-fetched. The villain was a weak one, that didn't seem as though he could do anything for himself. The plot was better than prior ones, but just didn't fit that well in a Bond film. The girls were good, but not spectacular. Another one of those that needs to be treated as a fun film.
5) Octopussy- Once again, Moore delivers a solid performance, but one can tell that he is getting on in his years, though he still looks believable IMO. Maud Adams was a welcome return and once again gave a great performance. I feel the villain was a stronger one in the series, but didn't have any distinguishing characteristics that made him stick out more than the others. The plot was a little different, and Bond wore a clown suit. It tries to be a serious film, but there are points that are definitely humourous and not serious.
6) A View to a Kill- Moore's last performance as Bond was still a rather solid one, but due to his obvious aging, became a little less believable. The plot was better than some of the others, and the villain was a very well developed one. The main Bond Girl was one that we try to overlook. She was meant to seem like she could take care of herself, but when she cries James around every corner, it gets a little annoying. Even though it has quite a few weak points, it is still an enjoyable film.
7) Live and Let Die- Even though this one is coming in last place on my list, that doesn't mean that it is bad. Moore was just getting accustomed to the role, and was still a daunting task to take on after Sean Connery's departure. The plot worked well for the movie, but was not one of the better ones. Jane Seymour played Solitare very well, but it was not enough to save the film. And the mediocre villain of Kananga, did not help it. The absence of Q was another weakness of the film. One strong point of it though was its title song, which is one of the series' best.

Not simply the best Roger Moore Bond movie but possibly the best Bond movie of the whole series. As my avatar shows, I am a huge fan of Barbara Bach who is my favorite of all the Bond girls. It also introduced Jaws before he became MR-like cartoonish. There are so many highlights to this movie, I could go on and on.
2. A View to a Kill.
Yeah, I am sure that a few eyebrows are raised at this in the number two spot. But, as many of you know I have a soft spot for RM's swan song. I love the pre-cedits sequence with that wonderful little moment where 007 finds the locket and the picture inside it (truly shows the human side to the 00 world) and the resulting skiing action. I also believe the movie contains one of the best soundtracks. Christopher Walken also plays a wonderfully psychotic villain.
3. For Your Eyes Only.
The return to realism after the outlandish Moonraker was something that upset me when I was but a young-un when I saw this at the theater. It has improved for me over the years and I like pretty much everything about this movie. It was nice to see Blofeld in the pretitles sequence (even if the whole thing was a little silly) and it features some great snow action. Carole Bouquet was truly gorgeous and it featured Bibi Dahl..I also love the small scale assault on the mountain top fortress and the truly amazing rock climbing stuff...But, for all drama how about RM kicking Locque over the cliff --- very Bondian.
4. Live and Let Die.
This was a tough call because I recognize the faults with this movie, and I am tempted to switch it with the #5 on this list. I think this one gets the tip of the hat because it was RM's first 007 movie. It featured some great boat action and an interesting supernatural spin (I'm thinking the dead guy on the train at the end). David Hedison's real-life friendship with RM seems to come through and Jane Seymour proves an adequate Bond girl.
5. Octopussy.
Yes, it is a much maligned member of the Bond canon, but it's a whole lot better than Connery's DAF and (dare I say it TB) and a lot more fun than Daltons dark and brooding LTK. One cannot help but adore the just knock-down gorgeous Maud Adams and the locations are simply breathtaking. The precredits sequence is fantastic and thrilling and I really liked the Sotheby's piece. There was perhaps just a little too much adoloscent schoolboy humor though (the scene in Q's lab with the watch/TV.)
6. The Man With the Golden Gun.
For me, this movie is only fun to watch for about the first two-thirds or before Andrea gets shot. It has Maud Adams in it which just keeps it out of the doghouse. There is so much about this movie that I find annoying or just downright hate. A major disappointment is the cheap cardboard production design abd another problem is Nick Nack. I'm sure the writers thought it would be cute to have a midget as a hench, but Herve can almost be heard saying "dee plane, dee plane" in this movie. The car roll was a nice touch but why did they put that ludicrous sound effect on it. Also people complaining about the slo-mo in DAD should take note that it started here.
7. Moonraker.
Agh, it's almost painful to watch this movie which could be called the "Richard Kiel romantic slapstick comedy". Why they made Jaws a good guy and had him speak is anyones guess - pandering to the public is my take on it, but the effect is laughable in its downright absurdity. He loses all the sinister aspects in one scene where he rushes into the arms of a cliched ponytailed swiss schoolgirl, insult is even added to injury by the music chosen to accompany this scene. This movie truly is blasphemy to the 007 canon and after watching a great pretitles scene one could be well advised to turn off the movie and watch a more serious Bond movie -- such as David Niven's "Casino Royale" (thats right, MR is THAT bad.)

2) Octopussy - Everything and the kitchen sink as well. Possibly the last classic Bond movie.
3) The Spy Who Loved Me - A lot of fun, but not wearing as well as the first two on repeat viewings. Treads the line between the plausible and the ridiculous a little too well.
4) Live And Let Die - Great car chases. Roger Moore, however, had not yet carved out his own niche as Bond. Connery's shadow looms large over the entire project.
5) Moonraker - Corny and over-the-top, but still good, dumb fun.
6) The Man With The Golden Gun - Not enough action. Moore has yet to figure out how to portray Bond's ruthless side without making him look like a complete jerk. Feels a little low-budget for a Bond movie.
7) A View To A Kill - In which an aging James Bond - as portrayed by an aging Roger Moore - inexplicably becomes Martha Stewart, showing a Bond girl the finer points of cooking French pastry. Then he falls asleep in a rocking chair without even getting into bed with her. Sad, sad, sad.

Although, I really rate them about the same, hardly any difference between TWSLM and AVTAK. Also LALD and TMWGG are the best in terms of comedy, LALD is one of the funniest movies I have ever seen.
AVTAK, MR, and TMWGG are also good Bond movies, I disagree with the notion that they are not. And OP may well be the most entertaining Bond movie, despite being silly.
TSWLM is definietly a top 5 Bond movie overall in the series I think.

4. MR. Things went downhill when they went into orbit.
5. TMWTGG. Christopher Lee rules this film.
6. TSWLM. Weak villain. Jaws less entertaining. Barbara Bach was ok.
7. LALD. Borderline racist. Sometimes boring. Makes fun of Tarot.

JW Pepper:
Good in LALD, b/c it was a nice contrast--the African American population is completely stereotyped, so they nicely countered that with a grand stereotype of southern white Americans
Bad in TMWTGG...why the hell would such a redneck go anywhere outside of the US?
