If I was the leader under 007 Legends project, it would be completely different.
Gameplay: First of all, it would be 100% like GoldenEye 64 and Perfect Dark. You must follow a total of main objectives (which are not just "go to X" and "use your smarthpone to call Tanner"), and additional ones in harder difficulties. No regenerating health, just armors/shields.
I skip the movies part because it's mostly based on personal tastes. I certainly wouldn't pick up Moonraker.
Cutscenes/Bond actor: Cutscenes wouldn't be in first-person view, like in GoldenEye, so you can see Bond's face. You can choose as which Bond actor play as well, like Minecraft and The Force Unleashed's skins. You can change them in any moment.
Soundtrack: For this job I would get Grant Kirkhope, as he's the best videogames' composer, or David Arnold or Thomas Newman.
As for gameplay I cannot agree with you. Nor with the skins part. They should hire all of Bond actors to play the part and I'm sure Daniel's payment wasn't small.
And actually I'm glad with the composer. I really can't wait to play this.
My idea of skins was indeed to have all of the actors. Sean, George, Roger, Timmy, Pierce and Daniel.
About music... have you heard the music in GoldenEye? It's terrible. It's made of three repeating unlisteneable melodies, and the only Bond theme rendition is at the end of the Frigate mission, and it's so bad that even Another Way to Die is better.
I get the idea with actors - what I meant is I think it's too expensive for them.
And I really dig the ost in GoldenEye. For me it's better than the one from Blood Stone (since Jacques didn't use the Bond Theme). It is nicely digitized and a little dark (since the plot concerns betrayal, etc.).
