Why are you making stuff up?When I'm looking at these meetings on a rooftop, I'm seeing Craig hand the box off to Eve in a way that is ... well, a little shady. The rooftop is a dead end; there is nowhere else to go. I'm guessing that Bond is entrusting the box to Eve so that she can get it out of London safely. I'm thinking events will play out like this:
I think it's a pretty solid idea myself. The best I've heard, in fact.
- Eve thinks she is Bond's equal. She's running around firing a machine gun, but it begins to catch up with her.
- At some point, Eve realises that she cannot continue to live like Bond. She opts out before the villains realise her involvement in the plot.
- During the events of the film, Eve has earned Bond's trust. This won't be the whole "Can I trust you?" subplot, but instead could be something as simple as proving to be competent and capable at her job. For example, she could do something unorthodox but clever, like the way Bond tricked the Quantum members to reveal themselves at the opera.
- After Eve opts out, Bond continues pursuing the villains. He begins to realise that there is a very serious and multi-layered conspiracy going on. As he prepares to confront Javier Bardem for the final time, he comes to the conclusion that Bardem may have allies who will try and stop him. Bond may be able to identify this particular ally, but will be unable to directly act against them.
- The box is Bond's "insurance policy": it contains something that can hurt anyone who might try and stop him; if Bond should die before confronting Bardem, the contents of the box will be made public, and will consequently ruin that person's reputation.
- Knowing that he is being hunted by Bardem's people, Bond turns to the one person who is outside the system that he knows will be able to ensure safe passage of the box: Eve. He hands it to her with instructions that if he does not contact her again by a certain time, she should reveal the contents of the box through the apporpriate channels (possibly Ralph Fiennes or Helen McCrory).
- Once the exchange is complete, we cut to the finale, with Bond arriving in Scotland to find Bardem.

Looking at the photos though, it doesn't seem clear to me whether Bond's giving the box to Eve, or vice versa. At some angles, it looks there are two different boxes, so it could perhaps be an exchange.

I'm on board with the insurance policy/files/documents idea for the contents of the box, or it contains MI6's final record of M's doubtless ill-fated Skyfall operation.
Looking at the photos though, it doesn't seem clear to me whether Bond's giving the box to Eve, or vice versa. At some angles, it looks there are two different boxes, so it could perhaps be an exchange.
I’d say it’s Bond handing the box to Eve, my money is on this photo being from the end of the scene, with the two of them looking out to the Houses of Parliament

Knowing the area, I’d say it’s that arcade that’s part of the Tube.
When they say outside, they could mean in the underground arcade, or outside the Tube, on the Strand.

It´s a little surprising that filming in London every day (almost), we had seen so few photos so far. When Bond visit Spain (DAD), Bilbao and Cadiz, we had photos in the Guggenheim (lots), in the Cadiz beaches (lots) and that was in 2002.
In 2011, I know it´s difficult to make a photo on a roof, but what about the first day? The scene with the two cars, only those photos? Well, yes, 50 more or less, but shouldn´t be there 200 or 300??
Sooner or later, they will appear but understand my surprise...

The only times when we've really gotten anything substantial was when shooting took place in highly-public spaces, like the National Gallery, where crowd control is much more difficult. Even then, Sam Mendes is apparently going to great lengths to keep production as secret as possible - I've heard he's regularly rotating filming crews, and he's only ever giving them a two-page summary of what he wants to happen in order to prevent plot details from leaking out.

It would be very difficult - if not impossible - to obtain permission to film within the halls of the Ministry of Defence. However, it would be much easier to get permission to shoot outside the Ministry. Getting estblishing and aerial shots would be easy enough, because it doesn't disrupt the day-to-day operations of the Ministry, and it doesn't compromise anything. However, if the film calls for Craig and Harris to appear on the rooftop of the Ministry, then that is considerably more difficult (though not impossible) to do.
The answer is the DECC. I did not realise (until about ten minutes ago) that it is quite literally right across the strett from the Ministry, and the DECC and MoD buildings have quite similar styles. It would be very easy for production to get establishing shots of the MoD before moving to a set at Pinewood for interior shots (they've done it before) and finishing on the rooftop of the DECC, standing in for the MoD.

My best guess is that they're filming around Carlton Gardens today, and the Charing Cross shooting is later in the day.

Saw Daniel Craig in the hospital this morning. Rare occasion I get starstruck. Absolute ledgend.
