How about--Sylvia Trench? She IS british and did look the same/play the same character twice.

Well, she was ONLY in the two films:

BUT wait, a lightning flash, the mental light bulb goes on and:

Is it BILL TANNER, appeared in several Bond films, but ONLY looked the same when played by Michael Kitchen (GE and TWINE). Other protrayals were by different actors.
