Looking over my list, I see certain themes emerging in the rankings:

These are the films in which I think all the elements were in place (or in which I find the deficiencies easy to overlook). Memorable characterization, strong stories that have dated charmingly, interesting (even when less than assertive) female characters, an appropriate balance of humor and gravity, wonderful visual sense, vigorous and well-rounded performances from the Bond actors, strong technical craft, and obvious consideration of Fleming's original intentions.

These films are solid, but not inspired (characterization and believability suffer somewhat, budgetary corner-cutting is sometimes apparent, and the endings aren't as strong as they could be).

13.Die Another Day
14.Licence to Kill
15.Live and Let Die

In theory, I approve of tinkering with the Holy Formula, but these films' attempts to experiment with different tones/elements in the series(psychodrama in TWINE, satire in TND, pseudo-SF in DAD, gritty violence in LTK, mysticism in LALD) were either not entirely satisfying or downplayed in favor of familiarity. Badly cast/written Girls, overlong stunt sequences, and forced humor also appear often in these movies.

The lower end of the spectrum doesn't necessarily reflect my personal opinion of the movie, until 19). "A View To A Kill" and "Moonraker" are the only two which I actually dislike. "Tomorrow Never Dies" is usually quite perfect if I'm in need of a mindless shoot-'em-up, randomly violent movie.
