How about Thunderball? When Bond is under the Disco, doesn't he cut the hose of a SPECTRE frogman? And then later he makes a print of the photo he took while he was under there.

Licence to Kill perhaps? A can venture a few scenes as guesses, but what I'm thinking may be the scene you're thinking of -- in the intro: Sanchez and his men break into the room where Lupe and the man are lying in bed, and Sanchez orders his men to cut his heart out.
Yes, another solid guess, and perfectly valid, just not what I was looking for.
Perhaps a small clue to get things moving toward a solution:
"Hit the deck. This cut scene would provide a lesson learned."

The pool table scene in Goldfinger?
Major, out of respect for the H*LL I put you through with the vehicle game, and the fact this puzzle was a "filler" since the true giver never showed up to enjoy the spoils of victory---I am going to say--close enough, right movie, not the scene I was thinking of and move on.
I actually had the golf scene in mind, but pool is just as good, heck, both activities involve making a ball fall in a hole with a stick. Mister B's CR guess was good too, but we never actually need the balls in the scene--it's merely implied.
But, I digress.
