All Bond films are very watchable and there isn't really a bad film but whilst my first 9 choices are what I consider top draw, the other 11 just fit nicely into the just watchable catogory, nothing special whilst at the same time perfect for a weekend afternoon.

Ouch! Did you feel the need to give some of each grade, or do you really think so little of half the Bond films? First there's the good list, meaning how good you think the films are. Then there's a favorite list, meaning how much you like the film. Sometimes you know that a film is good, but you don't like it (example for me: FRWL). Other times you have your 'guilty pleasures', liking a film you know is bad (for me: Die another day)

Tier 1: On Her Majesty’s Secret Service, The Living Daylights, Licence to Kill, Casino Royale
I've seen these about 100 times apiece and they still don't tire me. They have everything the Tier 2 films have, but also bring to the table an emotional weight that gives them the edge.
Tier 2: Dr. No, From Russia With Love, Goldfinger, Thunderball
Definitive Bond. I watch them as much as I can. They're cool, sexy, and sharply written.
Tier 3: Live and Let Die, The Spy Who Loved Me, For Your Eyes Only, GoldenEye, Tomorrow Never Dies
Great fun. Not quite as classic as the above are, but still quintessential Bond.
Tier 4: You Only Live Twice, The Man with the Golden Gun, Moonraker, Octopussy
Solid entries. I might not always pop in the VHS/DVD, but if they're on TV I will sit down and watch them contently.
Tier 5: Diamonds Are Forever, A View to a Kill, The World is not Enough, Die Another Day
Meh. I can and do watch them, they each have their own thing going for them, but generally speaking the less said about them the better.

Sorry, my wierd abbreviations and Live and Let Die is a great Roger Film, just surprising it is above TSWLM on so many peoples list. I will have to revisit good old Tee Hee some time soon as well I think

Best villain combo in the series: Tee-Hee, Kananga, Samedi and even Whisper. Beauty and innocence manifested and perfectly bound together in Solitaire. The true beginning of the Great Bond Stunt. Fantastic dialogue. (Listen for Rog's zinger when he is released from the handcuff chair. Lots of folks miss that one and it's my fave in the series.) Harlem's a bit of a downer, but otherwise a very pretty film.Live and Let Die is a great Roger Film, just surprising it is above TSWLM on so many peoples list. See from the ranking lists, OHMSS , FRWL and CR need no protecting, they seem to be in most peoples Top 7. Add Goldfinger/TSWLM to the list I think although not always at the top, not often at the bottom either.
MHarkin007, I am relieved someone else is not in awe of Dr. No. But I am definitely gonna give it another shot very soon.

There's so much great with Dr. No, you just have to look past the rambling finish and weird sci-fi elements. Connery drives the film more than is the case for any other Bond film (save maybe LTK and CR), and Joseph Wiseman has more gravitas than probably ANY Bond villain. Ranking them in tiers is a good idea, Publius. The problem with just a straight 1-21 ranking is that it may make you think 1 is vastly superior over the other when it may just be you find them of almost equal quality but there may be a little element or two that gives it an edge over another. I also tend to regard the 1960s Bond films in almost a different universe than the rest in that they were Bond was he was fresh, new and cutting edge. It's very hard to rank say Casino Royale vs. Dr. No since they came from different time periods and were made with different audiences in mind.
I'll think I'll rank them by decades this time and go in reverse decade order for the fun of it:

It doesn't necessarily mean I prefer all films of say the 1970s to the 1980s and 2000s, since I consider The Living Daylights and Casino Royale to best the 2 best Bond films made post-1970. But judging from their respective decade's general output, that is how I would rank them
