I attempted to read in the call sheets on that famous website and I managed to read as follows:

Friday 3rd February 2012
Scene #127, EXT- WHITEHALL OFFICE, Bond running in the front of the building
Scene #128, EXT- WHITEHALL OFFICE, Silva ..... out of a side door and ..... into a police car, Bond sees ... M's car
Scene #131/132, EXT- WHITEHALL OFFICE, Tanner puts M in her car ... secures off

The blue words are the ones which I'm not certain of.
I hope these suggestions may be helpful to understand what the missing verbs are.

I also tried to decipher that section. Comparing your interpretation with mine, I think it's this:

Scene #127, EXT- WHITEHALL OFFICE, Bond sprints to the front of the building.
Scene #128, EXT- WHITEHALL OFFICE, Silva escapes out of a side door and into a waiting van. Bond sees M's car.
Scene #131/132, EXT- WHITEHALL OFFICE, Tanner puts M in her car. It speeds off.

Except that's not Alexander Witt in the photo, it's the focus puller.

And from what I can tell, this was not what they shot at the Old Vic tunnels, this is a set on the 007 stage.

To me they look like features from a Chinese water garden – the surrounds of a floating casino perhaps?

Wasn't there talk a while ago about a village being built on the Pinewood backlot, a village that was either Chinese or Scottish? Maybe this is that village.

They're probably annoyed about the call sheets.....although probably not really. Maybe some new images soon? Or a poster? We have to be getting close for at least that.

Perhaps they simply haven't been filming anything they wish to share / or can share without giving too much away? Probably not really, as they've been very capable of sharing closeups of nothing much.

Just maybe, they belatedly realised the error of their ways and that what they've shown so far could too easily be assembled into a sequence of scenes, together with other information, to make up a structure of sorts for the film...
