What about Wai Lin? She crashed Carver's party posing as just another babe, but wasn't. And she was very "bubbly" as she almost drowned at the end, but still helped Bond stop Carver's plot.
(If this is correct, an assist goes to Mr. Blofeld for interpreting "did not stay that way" as referring to not staying a babe--I was locked into thinking it meant "did not stay crashed.")

No, Klebb was in From Russia With Love. I see Bunt as a sort of poor man's Klebb, actually... but all the same, the exchange about the baggy part of a sail takes place in OHMSS when Bond meets her undercover as Sir Hilary Bray. I'm all but positive she is the character alluded to in the clue given above.
