Doesn't seem "gigantic" or "ominous" enough for Bond, like THE "WORLD" IS NOT ENOUGH or "DIE" ANOTHER DAY. How about DYING TO SAVE THE WORLD, BENEATH A LAYER OF DEATH, BENEATH THE LAIR OF DEATH or BEYOND ACCEPTABLE LIMITS.

It's not bondian enough, but I like:

TRACK AND CONFIRM...

I see dastardly events have occurred and 3 wealthy industrialists of a questionable nature are suspected. 008 and 009 TRACK 2 of the suspects and Bond TRACKS the 3rd and most suspected. M tells each to "TRACK the suspect, CONFIRM that he is guilty and [here's where the ... of the title comes in] do whatever is necessary to stop him, including using your license to kill. But, there must be no doubt" So is the one Bond tracks the real villian or not?

Although this is a fun exercise to create titles in the Ian Fleming vein, you are really puting the cart before the horse. The title really has to do something with the story line or themes of Bond XXI. When Eon issues a press release announcing Bond XXI and its plot line and characters, let's revisit this thread.

Hmmm...

"Killed in Action" -- For a YOLT-style plot.

"Below Salvo" -- For a TB-style plot, though it sort of sounds like a pørno. Somebody wrote a fan fiction short story with this title. It was about 007 commandeering a fighter jet and dropping an atomic bomb on the villain's warship. I guess this one can't be used.

"Evasive Action" -- Kind of uninspired. Not one of the best.

"Casual Killer" -- Plot revolves around some sort of psycho assassin.

"Fire Maker" -- Kind of catchy. Could work for a plot featuring a crazy, large-scale villain and over-the-top plot.

"Death Never Lies" -- Based on "Tomorrow Never Lies," the original title for TND.

"Beneath Our Eyes" -- Plot revolves around MI6 treason.

"Into the Fire" -- Just about any plot will work.

And now some joke titles...

"You Are What You Kill" -- I think this one was actually suggested a while ago.

"Lease With An Option To Kill" -- Used on SNL a few years ago.

I've read somewhere that "My Enemy's Enemy" was a title that Fleming tossed around for several years, had he lived longer, perhaps we could have seen it title a Bond novel.
