Hmmm, I ran upstairs and checked my copies of the 'book of movie' Bond novels for the Brosnan films and I didn't see it, perhaps I don't own the copy you're talking about? The only person who I can imgine is saying that line is Stamper, but it just doesn't seem to fit.
