Oh, of course it was! God, I can be stupid sometimes... *sigh*

Anyway, the answer to The Dove's quote is of course Q to Bond in Tomorrow Never Dies.

I used to never have any trouble figuring out some of these, however, this is is escaping me. I simply cannot even imagine which film it is in. I know when someone puts the answer it will become as obvious as ever, but I can't figure it out! Does anyone know?

It's not Bond. The sentence is preceded by a character's name, and if I had included that, it would have made it a tad too easy.
