I read ot differently, Dalton stepped away from the role....The fact that he may have been pushed at a later date by MGM is immaterial.
Anyhow, that quoted section is missing one thing. Alan Ladd commissioned four different writers to write four separate James Bond screenplays. One of them was France's "Goldeneye" script, another was what became "Tomorrow Never Dies"....
I always wondered what happened to the two other screenplays.

Whatever the circumstances may point to, I too would prefer to think that TD moved on of his own accord.
