Well, that wasn't the one I was thinking of, but I think it is mentioned more than once (i.e. the one you mentioned). The one I was thinking of was in TMWTGG when Bond boards the Queen Elizabeth, the man that escorts him to M says it to the people resurrecting the chinese fighter plane.
