Clinkeroo is right, it is the IFP that is holding things back.
While the stories have already been written - I would think there might be some right's issues with Playboy and TV Guide. While IFP holds the copyright - I would think both magazines had some sort of exclusivity clause about the work not appearing elsewhere for x amount of time.
Even if Benson was gung ho for the idea, his main contact at IFP, Peter Janson-Smith, has retired. If Janson-Smith were still there I would imagine Benson would have a better chance of moving the project forward.
The best analogy I can make is when Steve Jobs came back to Apple and consolidated. Before he came - the product line was all over the map. He came back and consolidated the lines back to the core business.
IFP is doing the same thing - they are concentrating on Fleming and Higson only.

What is "The Heart of Ezirule"? An unpublished short story by Benson? The only unpublished story I'm aware of (that is actually in existance) is Per Fine Ounce by Jenkins.
