If the character of Ernst Stavro Blofeld is held off to a movie after SPECTRE, I'd choose Tom Hardy, it seems in my opinion, that he'd be a similar 'Blofeld' to Telly Savalas' interpretation, which was the best interpretation in my personal opinion.

Oddly enough I was thinking about this first thing this morning - strange thing to think about but there you are! How about bringing back an actor who has already played a villain in Bond? My first thought, and I don't know why, was Steven Berkoff. Getting on a bit, I know, but if you wanted a father figure villain for Bond he's the right age.
Alternatively, I'd go with some of the suggestions above, particularly Tom Hardy.
Or just get Christoph Waltz again, and in Bond 25 he suddenly announces something along the lines of; "I'm not Oberhauser, my real name is....." (You know the rest, to coin a phrase!)

Being bald isn't a requirement for playing Blofeld. The Blofeld of the novels had hair.
They should also avoid the bald look to differentiate from the previous Blofeld portrayals as well as to avoid direct comparison with Dr. Evil.

I'd have loved to see Mark Strong as Blofeld (nothing to do with his baldness; I just think his Blofeld would be a genuinely terrifying character).

That's a very good question. I do like Savalas Blofeld the best. I'm not familiar with european actors as much as american's so i don't know. Very interesting question. I think Blofeld should be somewhat refined, but also imposing. Not brutish, but someone who could hold his own in a fight.

We're assuming here that whoever plays Blofeld in a future movie will be playing the head of SPECTRE. But, supposing in this rebooted world of Bond it is Oberhauser who founded and led SPECTRE, with Blofeld as the shadowy power behind the throne. After all, Christoph Waltz insists he is playing Franz Oberhauser, not Blofeld.
If that's the case, Blofeld could be a very different character, a man, or woman waiting for Oberhauser to fall in his battle with Bond, before pouncing and taking SPECTRE from him (I've suddenly thought of the "Siamese fighting fish" scene from FRWL as an analogy.) He, or she could be somewhat younger.
If it's a he, and simply because he's the current all purpose British actor of first refusal, how about Benedict Cumberbatch? As with Khan in the last Star Trek film, his would be an interesting but different take on a well known villain.
