I'd say the events of SPECTRE take place a few months after Skyfall.. I can't imagine that MI6 would let the destroyed HQ building sit for a whole year..
Who says "Welcome James" in a more sinister manner? Christoph Waltz in this new teaser OR Javier Bardem in Skyfall?

Waltz. Bardem's entrance was great, but he did not exactly make a sinister entrance. Blofeld's....sorry, Oberhauser's intro is far more sinister.

SPECTRE more so, I'd say. It could be a situation in which SPECTRE is hunting down and putting down any remnants of the failed Quantum affair.
What was a bigger dropping of the ball as far as possible plots go:
Guy Haines and his unexplored-yet-alluded-to-important involvement in Quantum.
OR
Le Chiffre's possible involvement and/or position with/in Quantum.

Guy Haines was always annoyingly drip-fed us and then just left. Le Chiffre I could take or leave as a freelancer hired by Quantum, rather than an actual member.
From what you know or have seen in the teaser, gut feeling; Is Franz Oberhauser head of SPECTRE?
YES - He is Number 1

NO - Just a little fish working for someone behind the scenes

YES - Raul Silva / Tiago Rodriguez will not be forgotten by MI6 / Bond and his investigation will bring him here

A James Bond mini-series set in and around the 007 universe of MI6:
YES - Just like 'Agents Of SHEILD', but for the UK Bond market and could have some great stories

NO - Never going to work; we don't care for much else in MI6 except James Bond anyway

Boris. Alan Cumming has come along way since 1995 and it would be good to see him in another Bond movie.

YES - Same sinister organisation, major threats and same personal involvement for 007
