That's exactly my problem with them. It feels too loose. When I play a game, I like to feel that I have accomplished something. Sure the achievements can do that, but the Just Cause games are not tight enough. Make it open world by all means, I loved Red Dead Redemption for that. I loved making my own fun on that game, because it the storyline was tight, and you could just mess around in between quests. Go hunting, bring in bounty hunters, that sort of thing. With Just Cause it's just not linear enough. That's my two cents anyway, but to each their own, I guess. Glad you enjoy it.
I certainly get where you're coming from. After my first hour I was pretty much ready to chuck JC2 in. I just didn't get it. But all my friends said it's so much fun and so I stuck with it. Gradually it dawned on me that JC2 is a true sandbox game. It's an island that you make your own fun in. And the missions are there to do if and when you want to. If you never got as far as meeting the 3 factions on the island, then you wouldn't have got to the races and various challenges which also add some variety. Just talking about it makes me want to go home, double-wield a shotgun and uzi, and start bringing justice from the skies to Baby Panau!
But for it as a Bond game... Making the open world inspired by a greatest hits of bases from the movies could be good. The volcano from YOLT, the hotel from QoS, etc. would be neat. And JC2 had 104 vehicles to find in it. EON, think of the product placement opportunities there with real world vehicles! As a game just for the chuckles, it would be good.
