I would say Phil Collins and Gloria Estefan during the height of their career. Today for Phil Collins as the song writer of the Bond song for the next singer and maybe even help pick the next singer. Frank Sinatra could have done it in the 60s and like almost everyone have said From Russia With Love. It just why didn't happen at all.

The ones that might can still do it or could do it:

Celine Dion
Andrea Bocelli
Mariah Carey
Shakira
Enrique Iglesias
Kelly Clarkson

Some band that might be too old to sing the Bond song could play score tile song IF it ask for one like From Russia With love And On Her Majesty's Secret Service.
