X is for Xerxes, who, while Persian, is not referenced in James Bond because he's never been to Iran. :-P
P is for poor, which describes Mr Blofeld's attempt to get around the letter X. (No Xenia, X-ray specs, xerox, XT-7B, or XXX. We've already had those. Pick something else Bond-related that starts with X. And for the record, "Camp X" does not begin with "X".)
