I think Rog looks best in TMWTGG. Through Moonraker he looks fresh faced and believable as Bond. His shorter combed to the side hairstyle in these films is much better then longer swept back look of the later films.
FYEO is when he really starts to show aging. In OP he looks basically the same as in FYEO, but then it all falls apart in AVTAK. And yes, I agree that he face just looks different in this one, like it's pulled uncomfortably tight. Definitely a face lift for this one.
I don't think he ever used a piece judging the recent pics of him showing a still good head of hair.

I wonder where the idea for this topic came from.
I too think Moore looked his best in TMWTGG. In LALD he looked like he had baby-fat on there still. Anyway i had a topic on this very subject.

In AVTAK in some scenes Roger looks kinda strange and unlike himself. Perhaps he looked this was because he was sick. I agree with that. In other scenes he looks perfectly normal. I also don't beleive he had any plastic surgery because he today he looks like he always has just older.

He's 45 in Live and let Die, and doesn't look a day over 35.
