Pretitle in Northern Canada (NWT or Nunavut)
Rest of the film in Mexico and Australia (plus England, of course)
Even though it may seem strange to have the opening in an area that has a much different climate than the rest of the film's setting, but I think it would provide a great contrast, and may also give the title designer some great ideas to bridge the pretitle and the rest of the film. Also, it should be noted that I'm not just picking Canada because that's where I'm from, but I also feel that there are areas of Canada that will make great settings for a Bond film.

-San Francisco: I know that Bond visited S.F. already, but there are many great locations in the Bay Area that weren't visited, such as Golden Gate Park (one of the largest man-made parks in the world, bigger than Central Park,) Lombard Street, the crookedest street in the world, the hills in general (could make for a great ski chase...a roller ski chase that is,) Alcatraz (could be turned into an MI6 temporary HQ, like the pyramids in TSWLM,) an old army base, etc...
A bit east of S.F. lies Lawrence-Livermore Labs, one of the two laboratories in the U.S. which maintains and tests nuclear and atomic weapons (since none have been produced since 1992.) There has been a recent controversy on whether or not this laboratory is safe from terrorist activity.
-Antarctica: One of the two continents (three, if you can argue Bond hasn't genuinely explored a large continent like Africa) that Bond hasn't been to. I read a while back that there are supposed to be some secret nuclear weapons facilities located there, and it would make a lot of sense as to why. It would be interesting if the supposedly secret base is exposed by an atomic explosion, which can't really be covered up for very long. 007's mission could be to see how the bomb was detonated, and who's to blame. The only downside is that DAD featured icy settings too prominently. It's time for Bond to go back to tropical environs.

Yes I know its a ship, but worlds largest civil-ship. (If Im not mistaken) Just like in FRWL Orient Express he can travel with Q.E. From, Philliphines to Australia maybe. Or whereever they like. A European-Carrabiean journey may also be wonderful

Bond could visit a sunken ship (deeper and larger than the St. Georges.) It would be cool if a villain has been using a sunken ship as a hideout (of course they would have to pump all of the water out of the ship and mend the hull, but it would be a good way to operate right under someone's nose.

Even though the whole Underwater City thing has already been taken by Stromberg, he was right about "Why explore space when 70% of our world has yet to be explored?" By an ocean, I mean a deep and treacherous one, like the Atlantic, and not the warm green waters of the Bahamas.

Yes, we did see Bond in "Scotland" in "The World Is Not Enough" however the only recent action we've see him do in the UK is on the Thames.
