In a script I read (for TLD) Gogol refers to M as 'Miles'. I remember this because M calls Gogol 'Anatol' (whereas in TSWLM he was called 'Alexis'). Of course, this dialogue did not make it to the final film, but it stuck in my mind due to Gogol's first name. As this was a script written by Messrs Maibaum and Wilson (and not an interactive dossier which was contacted out), then I am in the Robert Brown played Sir Miles camp.

The most recent JAMES BOND ENCYCLOPEDIA states that apparently it was meant to be Hargreaves.

There's no question, Robert Brown's M is Miles Messervy. Bond has had only one male boss and that is Messervy.

Brown is simply an actor who played two separate characters in different films (who shocking enough both happen to look just like himself). It's no different a situation than Charles Gray playing Dikko Henderson and Ernst Stavro Blofeld, Maud Adams playing Andrea Anders and Octopussy Smythe, and Joe Don Baker playing Brad Whitaker and Jack Wade in separate films to name three examples. Therefore, Brown played Adm. Hargreaves in The Spy Who Loved Me and Miles Messervy in Octopussy through Licence To Kill.

I'm of the opinion that Brown played Hargreaves because in Octopussy there are slight hints that Brown is a new M, given his surprise at Bond possessing a plane ticket before M can book him one. I just get the impression that Meservy would have expected such a move from Bond, and Brown's look of surprise appears to contradict this. Of course, it's all a matter of opinion.

Oddly, though some say that EON authorised Brown's Hargreaves is M by reference in third party -authored books and CD-roms, they definately allowed John Gardner to make his Licence to Kill novelisation M be Sir Miles Messervy....

Make of that for "authorisation" what you will.

But Brown is Messervy for me.

Voted for Messervy. Didn't bother to read all the posts here, so forgive me if it's been mentioned before, but I think the answer lies in the Brosnan era. In GE, Bond mentions Dench's M's predecessor, something never done with Brown's M. And in TWINE there is a portrait of Bernard Lee as M, if I 'm not mistaken. Shouldn't there be another one of Brown's, if he was suppossed to be a different character? It'd be very uncourteous if that was the case, wouldn't it?

Personally I think Brown's M is Hargreaves, after her sex changes from the future's Dench M. Obviously he/she was an admiral contemporaneously with Sir Miles, who is Dench M's successor in the reverse time-line.

Well, I think it's harder for me, because I'm an Englishman who had 30 cold Christmasses before moving here 6 years ago.

But of course, the Aussies don't know any different. Christmas is at the very start of their big summer school holidays and for kids this has always been the case. Christmas is just part of summer in the way that the beach is, and barbecues, cricket, the Sydney-Hobart yacht race, Australia Day and it's party time all round.

I must say it's still strange having a hot Christmas, but New Year in Sydney's warm sun is preferrable to freezing my bullocks off in London!

Really? Well, I've always liked the camaderie of huddling around in the cold weather; I guess it really brings out the spirited nature in people, so having the sun beating down on my head whild I'm singing "Auld Lang Syne" would be a very weird experience for me, indeed. B)
