If they do bring back Craig and Waltz and decides to continue the SPECTRE story, why not re-introduce these characters? Now popular thanks to Austin Powers.
Number #2 could be portrayed as a successful business man (=Trump) but is actually SPECTRE's head of extortion.
Number #3 Rosa Klebb is the most iconic SPECTRE member (technically not SPECTRE by the novels). The evil, lesbian, stepmother with a venom blade in her shoe is still creepy.
If they do bring Klebb back, EON can finally do a faithful adaption of the ending to the FRWL novel... a very interesting way to end the Craig era.

One hallmark of the Craig era seems to be to approach the source material from a different angle, much like the recent Sherlock Holmes shows. They botched their own game pretty badly with SPECTRE, but that's not to say they will change their style for Craig's last film - or at all, as long as the box office keeps up. Klebb - and #2 to a lesser extent - could help them getting back on track.

Which leaves a few options:
Bring Felix back into the equation in a meaningful way. It's his only best friend, how far would Bond go to help him?
Introduce Irma Bunt. They toyed with this in early Spectre drafts, and why not bring in a Spectre female villain that is now #1 at Spectre and is intent on getting Blofeld out of prison at all costs.
Or exploit some of the unused Fleming material....Shatterhand/YOLT is obvious, but there are a few scraps of material they now own that can be explored: the old TV series (Longitude 78 West), Colonel Sun (sounds like they finally firmed up the rights for Spectre), even Fleming's notebook...My Enemy's Enemy makes for an intriguing title.

I always push away from the thought of reintroduced or recast characters in the Bond franchise.
Blofeld is Blofeld, and he is a special case (along with the main faces of MI6). All faces in those roles, are, and always have been for the most part interchangeable. However, Geoffrey Holder, and only Geoffrey Holder, will be Baron Samedi for me (as an example). The same applies to Rosa Klebb, in my opinion. Lotte Lenya, and only Lotte Lenya, will be Rosa Klebb.
Whether they are seen as weaker or not, I much rather see new characters give Bond a hard time. Similar traits from past film characters implemented into a new character are fine, but recreating a past character all over again holds no weight with me.

Dare I suggest Hilary Swank as Rosa Klebb. She has something Klebb-ish about her.

Agree with bringing Bunt back. I also want to see The Sprang Brothers and Spectreville. Since Blofeld and Spectre is back now would be the best time to do it. It doesn't even have to be the whole cowboy recreation it was in the novel it could simply be a ghost town they take Bond to in order to kill him and the brothers or Blofeld jokingly refer to as Spectreville. It has the potential to be a very atmospheric sequence.
