I 99.9% certain it's another 'blink and you'll miss it' cameo ala SF. Just before the 'cocky little bastard' line by M, C appears to be talking to MGW before M and Moneypenny approach him.

I thought the same initially, but I've seen a few bits and pieces saying the cast for the filming of the scene were the same national representatives as the Nine Eyes meeting in Tokyo. For some reason, they decided to meet at the Foreign Office apparently
