I would say Goldfinger because it's the it's the perfect example of a Bond film.

The World is Not Enough because it gets it out of the way and they're guaranteed better entertainment with the remainder.

I'd go with either From Russia With Love, The Living Daylights, or Casino Royale.

Goldfinger, as it has all the classic elements,
Casino Royale. My wife ( who can take or leave Bond films) enjoyed it as a film in it's own right, stating that she "almost forgot it was a Bond film"...(there is a complement in there somewhere.)
From Russia With Love. A good straightforward thriller. Only the Cold War references and the scene where Bond slaps Tatiana really stop it from being a film that could be relevant today

CR'67. Followed by a five hour loop of the slide-whistle car stunt from TMWTGG. And then AVTAK, but be sure to remind them that this is the only time they got an actor under 65 to play JB. And if you still have more time the ABC 1976 version of OHMSS. And if you still have more time, then QoS but ONLY if you play it at 32x speed. Tell them that's the only way to appreciate the editing.

I'd go for the following:-
Goldfinger - it ticks all the Bond boxes. Bond girls, villains, car, gadget, bonkers plot, great theme tune and pre-titles scene. That said, as others have commented on Cbn before, the story shows Bond as more passive than in most.
From Russia With Love - shows Bond in a more typical spy adventure than most (he is, after all, a secret agent!)
The Spy Who Loved Me - shows the other extreme of the series, the spectacular. And a change of approach to playing Bond.
Licence To Kill - shows Bond's darker side (some of it probably not suitable if your "newcomer" is the same age I was when I first watched Bond, though!)
Casino Royale 2006 - combines Bond's "early days" as a Double-O with a tragic love story.
Honourable mention - OHMSS. Action combined with another tragic love story. However, from a continuity point of view - as in continuity of actor in the role - it is probably not the best way to introduce a newcomer to Bond, for an obvious reason. That said, it was the film that introduced me to Bond, so maybe I'm wrong.

I would agree with Goldfinger the only issue I see with it is generally people don't like watching old films. So a film like The World Is Not Enough is good because it looks modern and has action yet some classic Bond moments another great one would be Casino Royale it has great action and good plot. Generally with most people they don't get into it at first because a lot of it is at the Casino but if you sit through and understand everything it's an outstanding film. The last film they should watch is certainly Skyfall. Great topic by the way. First one I ever saw was Die Another Day and Goldeneye.

Goldfinger or Casino Royale as, as well as being fantastic films, they very much set templates for the films that follow.

Two years ago, I tried showing Casino Royale to my girlfriend who had never seen a Bond film. She was tuned off after the airport scene. But I did take her to see Skyfall opening night and she loved it. When I do watch a Bond film with her, she loves Roger so we usually watch one of his films. I guess everyone is different.

SPY WHO LOVED ME - Sir Roger at his best

SKYFALL- Enough said
So show a rookie these in order let tjem discover the magic themselves.
