Are you really surprised over the fact that 007 'carelessly' pocketed a set of rental car keys while in the USA? It occurs to me that every time 007 has stepped foot on American soil, he's had a total disregard (and seemingly contempt) for the country's laws. To refresh your memory...
1) Breaking into Goldfinger's suite in the Fontainebleu Hotel in Miami.
2) Sexually assaulting/raping (or in 1964's lingo "having his way with") Pussy Galore in Goldfinger's Kentucky barn.
3) Illegally scaling the Whyte House in Las Vegas.
4) Sneaking onto a legitimate government research facility outside Las Vegas.
5) Stealing a prototype moon buggy from the above-mentioned research facility.
6) Engaging in a high-speed, dangerous car chase on the Las Vegas strip.
7) (Although it's questionable that the charges would stick, since 007 wasn't actually present) abetting Q in defrauding the casino out of money with his Q-ring.
8) Posing as a legitimate flight instructor in Louisiana.
9) Maliciously setting fire to an alligator farm.
10) Stealing a speedboat, not to mention the ensuing chase that endangered countless citizens of the Louisiana bayou region.
11) Illegally breaking into the safe in Drax's office.
12) Murdering a sniper and casually leaving the scene of the crime on Drax's California estate.
13) Assaulting a San Francisco police officer.
13) Obstructing justice/withholding evidence in the arson of the San Francisco City Hall.
14) Abetting in the theft of a San Francisco fire engine, and the ensuing city property damage that occurred during the chase.
Not being a legal expert, I'm sure I've missed a few (and have purposefully stopped the list at License to Kill) other crimes 007 has committed on American soil, but you get the picture none-the-less. Whenever 007 operates in the USA, he apparently has a total lack of regard for the nation's laws. And, so it should be no surprise to you that he'd pocket a set of rental car keys. Hey 007, I know you're trying to save the world and all, but please don't treat my country as your own personal, lawless playground!
Sheesh! The more I go over this laundry list of crimes, maybe Sheriff Pepper and his endeavor to stop 007's one-man crime spree is the true hero of this franchise! (Lord knows Jackie Gleason must have thought so, given his homage/theft to Sheriff Pepper in the Smokey and the Bandit movies!)
P.S. Before I get thoroughly skewered, this was merely a 'tongue & cheek" (and after quite a few beers consumed!) post.

Actually, Number 13 always struck me as a particular issue. Drax's estate supposedly was located in California, and Drax's hunting party ended up with a man shot dead and a woman dead after being savaged by dogs. I always wondered whether Drax really imagined that such doings could be covered up, that the California authorities would swallow there having been two fatal hunting accidents on a sngle afternoon. Granted, "Moonraker" is fantasy, but fantasy works best when its internal logic holds up, and this didn't.

Where would he leave the keys?
Surely not in the car.
Perhaps the best place would be to leave them with the airport check in asking them to give them to whoever picks the car up - or most rentals operate from airports anyway, but it never got that far.
So I wouldn't have a problem with him keeping the keys on him at the point where he parked it.
Unless I've missed something. (Usually with me it's the bleeding obvious).

The rental company would clearly be at the airport. They always are, that's where their main theatre of business is.
He'd check in first before dropping the car keys off.
