Also, there is one character who links both Who and Bond - Huw Edwards as himself.(two if you count Frankenstein Monster but Dave Prowse didn't play that in Who, though he did play the Minotaur).

And Martyn Lewis as himself was also in Chocky, the Vicar of Dibley and the Bill.

The Hassani Troupe who are one of the acts at Octopussy's Circus were regulars on UK TV variety shows such as Paul Daniels Magic Show, London Palladium...

Is it just me or are the arrows on the Soviet war room map just one big shout-out to the Dad's Army titles? 

According to Die Another Day's IMDB trivia/connections, the film refs Red Dwarf. How?

Moonraker seems to become Space: 1999, no doubt because of shared crew, props (from Pinewood), and FX team.

Meddings didn't work on 1999, as he was already on the Bonds by then, but he had of course been an Anderson collaborator.
