Perhaps slightly off topic, but I wonder if anyone else has wondered whether or not the bullet hole that adorns the SPECTRE logo is either a nod or a bit of foreshadowing towards the events of On Her Majesty's Secret Service.

That he is not the only one to return, They're (returning), too. I don't know, is there a better way to say it? The comma before the too?

They are too is the best way in the context of your poster. 

 

"They're too" doesn't work without the "Returning"

 

So either:- 

 

007 is returning

They are too...

 

or

 

007 is returning

They're returning too.

The thing will be to make the tagline short and snappy, without saying something like 'Not only are SPECTRE and 007 back, but so too are Quantum'

 

All of which is a bit laboursome.

Having thought a bit, unfortunately, the poster design as it is makes it all the more difficult to suggest who else is also back.  Although the idea of the octopuss inside the letter Q is a nice touch, as designed that way you can only really say that 'everyone is Back.'

 

But if you want to say that SPECTRE and 007 are back, but 'Who else is also Back', then I would suggest the SPECTRE and 007 logos at the top of the poster, and then at the bottom of the poster, away from the main design, you incorporate a tagline with a play on words and their spelling.

 

Something like:

 

'Who else is baQk?'   (The 'Q' being the Quantum logo)
