Jaws gets bantered around a bit but what if "Silva" is more akin to Sol "Horror" Horowitz?
Jaw campy "scary" vs real horror show (see what i did there?!?! )

Do you mean...is Silva an alias for an already esablished Bond villain (eg, Blofeld) or that he becomes a villain we already know about?
I don't think this is the case - I feel Silva is simply a one-off villain with links to MI6/M/Bond and we will find out over the film, but I don't feel he will become someone else or actually be revealed as someone we know about already.
But I am willing to be surprised by Mendes if he wants!

Exactly - no reason at all to think he's Jaws or Blofeld or anyone other than Silva.

And it’s in the original contract with Fleming (and subsequently the Fleming estate) that no part what so ever of The Spy Who Loved Me (other than the title) may be used by Eon.

Sure there was a bald henchman in TSWLM (played by Dr. No/ Cr 67's Milton Ried) but his name was Sandor, and he didn't have a cold.
