I think a young M should be a character who has had field experience, but only as a handler. And possibly in an obscure or quiet region; Scandinavia, maybe. Someone extremely competent, but a little naive because the old fogies at the Ministry of Defence saw the potential in him and had him assigned to a station that was glamorous thirty years ago to protect him.

I doubt we'll see an M, any M, ever characterised beyond a sentence or two; especially not a younger version. The focus of the films will most likely stay firmly on Bond and not give room for another role to identify with. Leiter is probably as far as this series is ever going to go in that regard. And Dench's M already had lots of screen time and drama to last for the next two actors in that part. Much as I regret it, I have little hope for such a characterisation with a new M. At the moment there isn't even indication for a new M to begin with.

Judi Dench has said BOND 23 will be her final Bond film. So unless they're planning to keep the character out of BOND 24, there's a new M on the way.At the moment there isn't even indication for a new M to begin with.

Really? First thing I hear of it. Of course, Dench won't get any younger, so "the end is nigh" anyway. But I didn't expect her to be so matter-of-fact about it.
