Should there have been a level at Haines Estate?

The way I see it, in the past two films, Bond and MI6 have made themselves quite the thorn in QUANTUM's side. Further, in the past two films, QUANTUM has basically ended up reacting to Bond - Bond ends up discovering QUANTUM's plot and whoever is in charge of that plot scrambles to minimize the damage. Admittedly, most bond movies are like this, but bear with me. There hasn't been a Bond story, to my knowledge (though I haven't read all the novels), where Bond (and possibly MI6) have ended up, in some form, on the defensive. While I doubt that Haines would try to shut down MI6 (that would be absurd), he might try to remove M, or do something similar. Meanwhile - Bond is trying to get the evidence together to prove beyond all doubt that Haines is a mole. Or something.
But then again, I've been watching both seasons of Ghost in the Shell: Stand Alone Complex recently, and both seasons wrapped up with similar situations of Section 9 on the defensive from various conspiracies involving the government. I'm not going to get into too much detail, because I don't want to spoil things.

It's like doing a version of GoldenEye and not including the Facility.

If anything, there needed to be a level for the African Embassy. The map was already there in multiplayer, a massive single player shootout could have been grand.

oh if we're going on that trend I'm also pissed we didn't get A level in the bahamas no mini game or anything with texas hold em (I want to play cards as Daniel Craig's James bond 007) Nothing with felix Leighter no aiplane level and no ability to drive the Aston martin.

It's all about context. GoldenEye's briefing system told the story in such a way that the missions felt OK when fragmented. Quantum's method is honestly just laughable at points, cutting to a briefing where M narrates what was 40 minutes of the film in a couple seconds. It's literally jumbled to the point where a person experiencing the game first can't possibly have any idea what's going on. It's lazy. The game should be able to stand on its own, apart from the films.
I may be overly harsh on this, but honestly - Agent Under Fire did a better job conveying its story than QOS. That's saying something.
