S/H isn't included in the $15.99 price but you're right, $23.99 for the product that is being delivered is reasonable.I actually think $15.99 including postage is VERY reasonable. If I had to part with my collection one of the last things to go would be my OO7s. They are Bond time capsules like nothing else. I love flipping through old issues (particularly the Dalton era issues). It brings me right back to a time and place. For you younger fans, trust me, get these as they come out. You won't be able to browse back through the internet. OO7 will be your connection to the past.

I do sometimes consider liquidating my collection down to just my first editions and fanzines. I would be perfectly happy with that.

If you think you want the issue, it really is best to buy it now. Some of the out of print back issues can sell for a lot more than $23.99.
