I just have one FINAL question about Quantum of Solace. There's talk about the corruption in the Bolivian government. So, by stopping Greene, was Bond allowing a corrupt man to rule Bolivia? Furthermore, what corruption is in the Bolivian government?

Lastly, were Bolivians already paying for their water? I am SOOOOO confused....

Carlos makes the joke 'the corruption in the current government can no longer be tolerated' when he's paid off by Quantum to help start the queue. It's a joke - as if he were looking the other way until now, but he's suddenly fed up (in coincidence with getting paid).

Presumably Greene's added contract stated that Medrano's new government would sever whatever utility deals were in place and use Quantum exclusively as the provider, RE: the payment setup.
