I'd call it pastiche more than parody. It relates the tale of a retired Bond being reminded of his time with Pussy Galore due to a letter that he receives from her daughter. It's sentimental, even a bit syrupy, but it's not a bad little postscript to Bond's acquaintance with Miss Galore.
I have a British edition, and I confess I don't know if there are any other editions. In any event, I can't imagine any reason it shouldn't be printed in any edition.

Parody refers to the legal defense (should Ian Fleming Publications come calling). In other words, the publisher could say, "well that's just a parody." The story itself doesn't make fun of the character the way, say, a Mad magazine parody would.
In the introduction, Turner writes about himself in the third person, describing how he sold a first edition hardback of Casino Royale. The style attempts to be Flemingesque.
I bought a U.S. published version, and "The Scarlet Letter" is in there, too.

I recieved my copy of the book today and after little searching I found the short story, which was pretty ok, on page 226-234 in the small sized UK pocket edition I ordered (ISBN 0 7475 5171 5)
I wouldn't call it a parody, but maybe a pastiche, coz the style is trying to be, as someone mentioned, Flemingesque. In short it's about an ageing Bond who recieved a letter from Pussy Galore's daughter and ... well I shouldn't spoil the fun in reading it for you who will. It's not a breathtaking story but a neat little one for a person who like to have "everything" (like me).
