Is that after the boat chase? I think he just steals it from a hotel car park so he can try and pursue Greene.

It was just a van that was there.
He's tracking Elvis on his mobile phone (I have no idea how this works), notices that he seems to be on the move and decides that he has to steal the next best car to pursue him.

Yes. He justs takes it because it's there, and invitingly there, with open doors and probably the keys on!

I think it was due to the fact that Elvis rang him, which allowed Bond to pick up the signal and track him.

Yes. He justs takes it because it's there, and invitingly there, with open doors and probably the keys on!
