So, Dominic Greene's eco-hotel in the middle of the Bolivian desert is apparently intended as some kind of luxury resort/getting away from it all oasis. But like Greene himself, is it really all a cover? Was it intended as a base of operations for Quantum a la Blofeld's volcano? Come to think of it, would the entire country of Bolivia soon be a Quantum stronghold, presumably with no extradition treaties, and Quantum operating above the law there (with Medrano in their pocket), not to mention the entire population forced to do their bidding if they would actually like a drink every now and then?
Your thoughts?
Definitely a possibility. And, this set reminded most of some of the older villains lairs from the older Bond flics than any Bond set in a long time.

Also, hydrogen is very explosive. It sets up perfectly for a big explosion.
