No. Here's another clue. Official Bond film from the 60's starring Sean Connery. Connery doesn't say it. It's not said to him. A man says it. The man is not white. He's not an actor.

We never see him deliver the line - we just hear a voice-over at the beginning of Dr. No:

Kara to Bond is incorrect.
More clues: It's in a Connery film. The line is not spoken by or to Bond. There is a "horse" present, but it is not alive.

I will take it as having been said, Janus, and you are correct. The full line comes off more like "Heh-hey! Horses! Heh-heh-heh!" or something. Apart from the actual conversation with Goldfinger, the incidental lines for the gangsters in this scene ("Hey, what's with that trick pool table?") have always struck me as especially inane.
