Here's a clue to the trickiness: It's not said in English.

 

BONUS CLUE that may be helpful or confusing: When I first saw the movie, I thought the character was saying something different and that it was English.

I know this isn't right but it's literally all I can think of - is it the Ambassador to Bond during his embassy escape with Mollaka? Only as I thought he said "Listen to me" in English, but I don't think it is English...I dunno!

Good one - certainly got us stumped, Major!

That is IT, TCR!! I also thought it was "Listen to me." What he actually says -- and I may not have realized it until I played it with subtitles -- is "Laissez tomber," which is French for "let it fall."

Oh nice! Good work Major; that was as tough one and I got it only via a stab in the dark and knowing Bond drops his gun, but thought he just wanted to show cooperation. For a second anyway.
