On another forum here I responded to a post about getting a bond film out by 7-7-(2)007. The concensus was that it is going to be impossible. But as I wrote I started to get an idea that lead to another idea. As David Lynch said about that process, it led to a beautiful thing.
Here's the beautiful thing. Yes, it is very possible to get the next bond film out by 7-7-007. Not that it will be easy but it can be done. Since Steven Speilberg wants to make a bond film and would like the challenge of a low budget film- let's combine the 2 and start a letter writing campaign to SS at Dreamworks and to EON, MGM and Sony. We already have one limit, the date is rushing at us. Let's say a budget of $5 million US. Well, no more than $10 million anyway. Write like a ep of TV, not as bad as it sounds since most TV is better written than most movies anyway, so we get the script out fast. And let's make it on DV. If SS doesn't want to, I'll bet Stephen Soderberg or Robert Rodriguez could do it.
I know this is a tough assignment but if you can't do it dispassionately and professionally, we'll ask the people at crainnotbond.com to do it.
Let's challenge ourselves. Remember who your hero is. What would 007 do?

An A-list director (or Robert Rodriguez...) should never be close to a Bondfilm, IMHO.
... and Bond feels bigger than $5 million and a simple TV episode.

I think that a "quick and dirty" film would be an interesting idea, but also blatantly more of an experiment than a satisfying follow-up to CR. There have already been posts detailing the fear that Bond 22 will struggle to live up to the premise of Casino Royale; its seems to me that we need to give EON time to craft a worthy successor.
I don't know how much of a shame it will be to not release a Bond film this year, I'd certainly prefer to wait and have a better movie at a later date.
Would Spielberg still want to make a Bond movie with Indy 4 on the horizon? I suspect his mind would be on his own franchise.
Finally, although M. would ask oo7 to be dispassionate and professional, I'm sure that film-makers need to feel passionate about their projects in order alow them to reach their full potential.
