On the film description it states 145 minutes running time, although it may just be a provisional estimate

It's ironic...one of the supposed reasons OHMSS underperformed (relative to the Connery movies) was its 2hr 20min running time, limiting exhibitors' screenings...

I'm not sure it means anything for anything, but another few minutes of Bond can't be bad! IMDB lists OHMSS as 140 minutes - not sure how accurate that is but this would make CR the longest film of the franchise.
On the OHMSS DVD case it's 142 minutes.
145 or 146 for CR would get a

140 min for OHMSS has been on the books since the premiere of the film in 1969. VHS and DVD copies may vary depending on countries and their NTSC or PAL format which would mean that the film would have to be compressed or sped up to avoid any frame flickering.

Yes, when you transfer film to PAL you have to run it at 25 frames per second and not 24, this is imperceptible as you watch but you lose a fair bit of running time over a two hour plus film, OHMSS runs for 140mins in cinemas but about 136mins on PAL transfer DVD and video.
