does this mean that it will be another fleming story

That just means James Bond will be in Bond 22. Look at every single other James Bond film (including the non-official ones) and it will list Ian Fleming for the characters because James Bond, M, Moneypenny, and Q were all created by Ian Fleming.

As in the characters of M, Bond etc. Maybe Moneypenny if shes included.

If they include Q he could be argued as a Fleming character if used as Boothroyd.

The IMDb is hardly trustworthy when it comes to the very early stages for pretty much any film I've noticed.
