i was reading john garnders icebreakers the other night and at the beginning of the novel he says that the old 00' section in the service was done away with, so in his books does that mean that bond is the only 00 agent left?

The 00 Section is "officially" defunct but M knows England still needs it so he keeps it running "unofficially" in the '80s. This is explained in Licence Renewed.
