Paul McCartney definately needs to come back and do another Bond theme! He's been in the spotlight more than any male solo artist lately and his voice is still good and now it has a raw sound to it.
I'd like to see Tom Jones come back too.

How about Lenny Kravitz, or a solo by Eddie Vedder of Pearl Jam?

Like:
Tom Jones - Should definitely do another one and then a few years later one more. That way, he and Bassey will both have the same number of used themes and it will stop Shirley getting labelled as 'the voice of Bond themes'. Then, she would just be 'the female voice of Bond themes.'
Lost Prophets - After listening to their AVTAK cover I would definitely recommend this group. The lead singer is perfect for a Bond theme and the whole group are superb.
Straw - Because their TWINE theme was rejected, even though it is far superior to the Garbage version (referring to the song not the group). It'd be great if they had another shot and were this time, successful.
Dislike:
Robbie Williams - Big headed, attention seeking, t**t. Nuff said.
Will Young - No offence, but Gareth is a far better singer.
May B. Sumgi - Who? That's right.

It's been too long since a man sang a Bond theme, I agree. It's time we had another band with a male lead vocalist take a crack at it.
Three artists I think would provide a phenomenal theme are Pulp (with lead man Jarvis Cocker, a group who provided a rejected theme for "Tomorrow Never Dies"), the Divine Comedy (with lead man Neil Hannon, listen to their "Thrillseeker" for an idea of how that would sound), and Robbie Williams (who sampled "You Only Live Twice" for his hit "Millennium").
These three are all British pop artists who are (with the exception of Hannon) self professed 007 fans. Pulp created a cover of "All Time High" for the David Arnold Project and Robbie Williams has, time and again, foolishly promoted himself as a possible Bond actor. I'm certain all three would jump at the chance and be proud to render a Bond theme and, with their increidble talents, do a fine job of it!
Pulp, the Divine Comedy, and Robbie Williams cannot be overlooked!

Like:
Aerosmith - their version of SpiderMan is wicked, and the Armegeddon theme was fantastic - very Bondish
Jon Bon Jovi - These could do a brilliant rock song for Bond, something like "Mr Big Time" (from Armageddon) or "Save The World" from the "Crush" album.
Tom Jones - Say no more.
Wouldn't mind:
Jamiroquai - Could be interesting
Elton John - Could be very good
Robbie Williams - Catchy, possible guaranteed number 1, rocking
Would not like:
Female Artist (just for now)
Pulp - don't like Cocker's voice
Bryan Adams - Doesn't do everything for me
Daniel O'Donnell -

I'm not sure who I'd like to sing the theme, but I agree that there should be a solo male singer. Groups are okay, but I liked Tom Jones' and Matt Munroe's songs.
