I have to say When Bond is dancing with Domino in Thunderball, Bond and Tracy in the Barn in on her majesty's secret service, when Octopussy runs away from Bond and Bond goes after her and they begin to kiss, the end of The Living Daylights and finally Bond and Elektra in The World Is Not Enough oh and Bond and Natayla on the beach in Goldeneye.

Although they do fall into bed right after this, when James and Anya are "picking up the pieces" after the train fight in TSWLM. Maybe it's more admiration, but they realize they really like each other.
From the same film, the Nile cruise scene is quite romantic (but a trick), and even the first signs of affection (on Bond's part)while they're stowed away in the phone repair van.
And even in Moonraker, the "Hey,-let's-kiss-beacuse-we're-alive!" scene between Holly and Bond after the cable car.

Holly: You saved my life!
Bond: Remind me to do it more often!

Maybe I have a different idea of romance to you guys, but my best moment is the end of Thunderball. Bond and Domino are swept off into the skies together, clinging on tight and laughing. It's romantic and thrilling to me.

I like the Nile scenes in Spy Who Loved Me. The stuff with Melina in For Your Eyes Only. Domino in Thunderball was great stuff. The score in You Only Live Twice is very romantic. OHMSS is a classic, that's a given.
