When I was playing Nightfire, I was replaying "Night Shift" and when I got to the 3rd floor with the Secure Terminal and the Executive Office, when I attempted to decode the keypad lock using the Decryptor it would just come up with random numbers, and when I type in the numbers on the keypad, it would never unlocked. I have attempted this many a time, and have replayed the level just to make sure.

When You use the decrypter hold it to the keypad and hold the action button, keep holding it until the door unlocks.
