Deauville is in the wrong location. Fleming tells us that Royale-les-Eaux is in Picardy just south of the mouth of the Somme. Deauville is in Normandy south of the Seinne. Cayeux-sur-Mer is in Picardy just south of the mouth of the Somme.
Perhaps Fleming based some of the details of Royale-les-Eaux on the layout of the town or on some of it's buildings?

It is the spirit of Deauville that Fleming takes, not it's geographical location.
Royale-les-Eaux to my knowledge was based off the "Estoril Casino" in Estoril Portugal. Supposedly during World War II tons of secret agents would gather there since Portugal was neutral during the war.
No, the events of Casino Royale are based on events purported to have taken place in the Estoril Casino but Estoril itself was not the basis of the fictional location.
John Cork did indeed write an excellent piece on the subject matter (take the article along with you when/if you visit the place).
Having been to Deauville, Le Touquet and Estoril, I think that the place Fleming described is the spirit of Deauville.

Great topic. I sincerely hope the filmmakers do use a location in France like the ones above in this film. It's looking like they're not, though. C'est la vie. I picture the town a bit like Deauville (not that I've been there).
I'm also hoping they shoot some of the stuff in France.

I don't think Royale was based on any one place, but on the memories Fleming had of gambling at so many of those casinos over the years.
