I don't know about Butler, not having seen him in many things, but I won't shout NO WAY to him out of politeness.
Most of the candidates have something going for them that might suggest Bond, except for the ridiculous names being tossed about ( I won't list them, the true Bond fan knows which ones are in no fashion Bond potential) but Adrian Paul has what I consider everything it takes to be a fantastic Bond.

Butler is the best, most realistic choice. He's not too famous to worry about the limitations Bond would place on his ability to do other roles. But he's not an unknown either. I would like the next Bond to reel off a really long string of films, and at the age of 35, he can do that. He's been perfectly clear that he wants the role. He's certainly in terrific shape and can plausibly kick your butt:

But he can be charming too. He's "movie-Bond" good-looking. And I like the Scottish accent.

I agree that he has all the qualities of the other two front runners with the added bonus of that wonderfull soft scot's accent.
It's probably the accent, but he does remind me of Connery.
He survived Tonb Raider 2, unscathed and has a couple of films coming out soon that "may?" raise his profile a little.
A low budget British romantic comedy "Dear Frankie".
and of course "Phantom of the Opera".
He could just be the dark horse that surprises everyone.

Small fact I was unaware of, (from a fan site). He has already been in a Bond film. Apparently he had a tiny role as an Able Seaman aboard the HMS Devonshire in TND.

Why would that matter, especially as his part was so small (fnarr)? Walter Gotell played some SPECTRE functionary in FROM RUSSIA WITH LOVE before playing General Gogol, while Maud Adams was Andrea before she was Octopussy, Joe Don Baker was a baddie in THE LIVING DAYLIGHTS prior to being Jack Wade, etc.But he has already been in a Bond movie, he has a cameo in TND.
Anyway, I think Butler would be an "okay" choice for Bond, but nothing to really write home about - I'd much prefer Owen or Jackman.

That picture from TR2 you posted is from the scene that sold me on Butler as 007. When he dropped down from the caged ceiling after doing upside down push-ups I gasped and said out loud "My God, it's James Bond." Then he spoke a perfectly acceptable Scots brogue very reminiscent of Connery and deal was sealed. I've liked some of the other suggestions, especially Julian McMahon and Dougray Scott, but Butler would be one I'd prefer over all. Let's hope that Phantom Of The Opera doesn't push him too far into superstardom and out of EON's price range.

I'm becoming aware of a trend in my preferences for Bond actors.
Whilst I still feel that Brosnan is entitled to a farewell performance, I hope his eventual replacement is slightly less suave, and looks more like he has TRAINED with the SAS rather than DINED with them.
Also I would prefer the actor to be Scottish, or at least Gaelic.
It's partially from being a big fan of the novels ( wherein Bond is half Scot's) and partially from growing up during the Connery era.
I think this is why I have such an aversion to a Cockney Barrow Boy, or a Son of a Sheep Farmer portraying Bond.
As much fun as the movies were, I was never convinced by Moore as Bond. He was just too much of an English gentleman.
Getting the Scot's and the Irish to do the dirty work of the English stretches back to Napoleonic times and still rings true today.
For me it's one more run through for PB (Irish)
followed by, on current form, either Dougray Scott or Gerard James (Scot's)
I await the slings and arrows.

I do feel Bond should be British, period. I don't know why they seem to be set on an Australian this time around. It is nothing against that fine nation. But we are talking about one of the great characters in the history of British fiction. He should be played by a Brit, and you can't tell me there is no one in the entire nation who can do it. (Jackman's parents are English, so he squeaks by.)
Within the UK, I think I do have a slight preference towards the Scots since it does harken back to Connery and to the books. That's just a slight preference though.
