They're both crazy, so neither has an edge there.
Although Xenia is impressive, Zorin supposedly has super human genes, right?
I have always thought Xenia is surprisingly easily dispatched by Bond in the steam room in GE, not to mention killed in a less than spectacular fashion. Her major claim to fame in death is killing of the American general. Her style is what carries her.
Therefore, since Zorin is MUCH smarter, more certifiably crazy, and a match for MayDay(who must by roughly equivalent to Xenia), I will go with...

Even though Walken is a fantastic actor, Zorin was a pathetic villain. Total Film had a 10 worst villains article last month and he was at Number 8. I'll dig the article out when I get home and give you their reasons why.
