As for Ecobond I don't know, what I do like however is the use of Bacterialogical/biological warfare e.g.OHMSS if they can incorporate a similar kind of warfare for bond 20 I think it could work

Personally I wouldn't have too much trouble with some threat to the environment. Such as the scene where we see the baron oil fields in TWINE, I thought it was a good realistic touch.
I don't think a supervillain would attempt to control the weather. However if there was a villain poising water supplies, killing humans and wildlife I think it could become a good story.
